The Department of Interior and Local Government (DILG) issued an advisory calling local government units (LGUs) not to grant permits for protests during the State of the Nation Address (SONA) of President Rodrigo Duterte on Monday (July 27).
While the advisory itself does not prohibit, DILG Spokesperson Undersecretary Jonathan Malaya explained that “it was the IATF that issued the policy under Resolution No. 57 that all forms of mass gatherings are prohibited under community quarantine, including rallies and demonstrations.”
“That’s correct [mayors should not issue rally permits] because we have a pandemic and mass gatherings are prohibited,” Malaya continued. Asked if there will be sanctions for violators of the DILG’s advisory, he added: “Let’s cross the bridge when we get there. No permits should be issued in the meantime.”
